How to repair or inject something under loose Travertine tile?

I have set thousands of feet of Travertine. But this last project has given us fits.
The tile was full of holes on the back and in about 25% 0f the project there are hollow ares.
I used the same process and high quality thin set and mortor I have always used with no problems.
Can you recomend some way to repair this without pulling up the tiles and reseting each.

No way to inject anything and expect it to hold properly.
The holes and gaps in travertine is very common and part of some travertine.These should have been filled in during the installation process.
